has it crossed over from "Just friends" yet?
he may be scared to kiss you, and its kinda cute, in a sweet, wierd way. maybe he doesnt think you are into him enough to put you on the line, or possibly (ive run into this) he is just too much of a gentleman.
my suggestion, put yourself in situations where your face is near his face.
