I feel evenly divided between mental illness and doing it as a dare/hoax as the explanation here.
(The woman's talking on the phone plus the leaving when the police are called seems to indicate some connection to reality but maybe not.)
And I have to agree with Tom a little: I have never heard of another incident of a women being sought or arrested for something like this, and yet I've read news stories and watch TV crime dramas based on the idea of guys doing this.
And yes, OTW, "woof" indeed. Kind of rabid looking too.
