At my school (in Calif.), which had a new NPC system established in 1996, we were told that by filling out our bubble sheets after preference, we were agreeing to accept a bid from any chapter we listed. There was no signing of a bid card, or "accepting" or "declining" bids after the fact. They also told us that we *could* SIP, but if so, we should be OK with the possibility that we would not get a bid at all. They also told us that we would not be elligible for COB if we were extended a bid at all, even to our #2. It was still being conducted that way when I was a rho chi in '99.
