Greenspan is not a cabinet member to the best of my knowledge. He's Chairman of the Federal Reserve, not Secretary of the Treasury.
Rumsfeld is carrying a lot of baggage with the poor execution of the "after-war." I think he's gone.
Powell may also be gone because of his feelings regarding the execution of the war.
How about Rice replacing Powell if he really does leave? Seems like a better fit than Defense to me.
I think Tom Ridge has been fairly ineffective at Homeland Security -- but it's hard to know if that's his fault, or if he really has no power. (Actually, Homeland Security isn't a Cabinet Level organization is it?)
Guiliani would make a good Homeland Security head.
A couple of Democrats wouldn't hurt either. Are there any in the present Cabinet?
