The problem with me sleeping while you guys are chatting is I don't get to jump in to the fray.
OP, here's the answer. Chapters will pledge a girl after 1 COB/informal rush party because 1-they already know her and the party is a formality, 2-they can tell in one meeting that she's awesome and want to move forward, or 3-they need the numbers and will take anyone who walks through the door.
During formal rush, the chapters have to make cuts if they are following RFM and sometimes a chapter will make bigger cuts than they should have. A strong chapter can suddenly end up on bid day with a less than full pledge class. They could invite girls to their COB party because although they met her previously, they didn't make a final membership vote.
Going through formal rush as a junior, the NPC sororities would be your best bet because the money you pay will go toward lifelong and nationwide membership. It's a lot of money for such a short period of time. However, the NPC sororities are going to (probably - I don't know the school or the status of the locals) be more critical of a junior. The expectations are higher on all levels. People here are focusing on your grades and you're unwillingness to sound like a grown up, but your extra-curriculars are also very important.
Go through formal rush again, plan on visiting and being perfectly lovely to every chapter. When it doesn't work out, look into COB opportunities. And I would suggest you take any house that will offer you a bid since this is clearly VERY important to you. However, it is still fairly early in the spring. Are you sure all informal rush opportunities have ended for this year? Since my suggestion is to take whatever you can get, if there's something you can get this spring, I'd take it.
