Many times, girls receive open bids AFTER they have gone through formal rush. They may have set their sights on a sorority that didn't bid them, or dropped out before signing a bid, or dropped out for other reasons. Suffice it to say, they didn't "choose that sorority only" to begin with.
OR, a woman may receive an open bid because she knows the majority of the sisters. For example, my chapter had many sisters who were in band. They often gave open bids to girls who were also in band without the girls going to a single party, since everyone knew them already.
If you don't know the majority of the sisters well OR have not checked out all the other sororities previously, trying to COB for one sorority only is not a good idea. It makes you look 1) stalkery and obsessed or 2) like you think getting a bid from them is easy peasy/like you heard they take anyone, so surely they'll take you.
