The 8 women that did not recieve bids could have intentionally single preferenced or refused to accept a bid from another group when they didn't match their original choices. If those 8 women attended a preference event, they were on someone's bid list.

Wake up Pika, we don't use that term anymore. It is called Intentional Single Preference. These women probably did not maximize their options and ISPd and when you do that, you eliminate your chance of being a quota addition and getting into a chapter.
