First, before ADPi can even attempt to recolonize, the school has to be open to colonization. Second, you have to look at the culture of the campus. How is greek life on the campus? Is it very strong or weak? How are the other sorority chapters?
The reality is, as much as it sucks when a chapter closes, EO does have their reasons behind it. Not every chapter that closes comes with the "contingency" that it will be recolonized. In 2005, we lost 4 chapters. Out of those 4 only one, Delta Gamma, was recolonized, but it was always the plan for the chapter to come back (we just came back a year early).
I wasn't there, so I don't know the reasons behind the closing of the chapter, but surely it had to do with numbers (amongst probably other reasons that probably only EO knows about).
I don't say this to deter you, in fact I applaud you. I would feel the same way if DG hadn't been planned to reopen. I would suggest talking to EO and asking about the feasibility of the Eta Mu chapter coming back, and if there is some feasibility your interest in starting a local to eventually convert with ADPi (if that is a possibility, I'm not familiar with the whole process).
