Baylor has a lot of rules for its Greek organizations. A. Lot. One of the rules is that there can be no alcohol at fraternity & sorority functions.
Due to this rule, the semi-formals and formals are dry. A side effect of the rule is that there are a large number of unregistered, off-campus parties held by the fraternities that will have themes. This was one of those parties. Baylor Greek Life would not know about the party before hand, unless they were tipped off by someone.

***sidenote, part 2: I would venture to guess that while Baylor is still majority white, only about 1/3 are "sheltered white wealthy". I would safely say that about 2/3s of the Baylor students (including members of Greek organization) are from middle class backgrounds and a large number are scholarship/loan students who work to pay their Greek dues and other bills.
