Perhaps a silent auction or a fashion show with sponsored boutique shops including jewelry, clothes, and handbags. Even have free giveaways. Contact your local chapter of Women Small Business Owners, and send out a interest email. This will be great PR for the business owners and they could rent space and sell some of their merchandise at the tea or offer coupons to those attended.
Also, since you want this to be a yearly event, are you going to change benefactors each year? If not, I would suggest developing and nurturing a relationship and having Hopspice involved someway.
