Theta Chi is expected to build a new house at Bama. Budget, location, and funding arrangements are briefly mentioned in a long article on a local paper's site:

[U of Alabama] trustees approved construction of a new house for the Theta Chi Greek fraternity. The new house has a budget of $6.9 million and will be built east of a lot on University Boulevard recently awarded to the Sigma Chi fraternity.
UA will fund construction of the house in the form of a loan to the fraternity in the amount of $5.2 million. The remaining amount will be offset by the appraised value of the existing fraternity house.
Because the 28,055-square-foot house was not part of the university’s campus master plan, trustees also voted to amend the plan to reflect the addition.
