Barndance FTW!
FTR, these things are typically held at venues that are set up for this thing, and do lots of barndance business. It's not like GPhiB decided to randomly have a party in the middle of nowhere.

That is a terrible incident.
The sheriff is an idiot, though. He's griping about underage drinking as a cause, but the injured woman was 21.
Here's the Pantagraph story:

Thanks for the second article. He does sound like a blowhard.
Also, if they took her all the way to Loyola, she's in bad shape. I hope she recovers well.

Why would a non-sorority member be at a sorority party? Was there a fraternity involved and was she a date?

She could have been the date of one of the women in the sorority. Besides the fact that your question is heteronormative, for something like a barndance, plenty of people bring platonic friends as dates.

In my experience, the 2 sororities that I hung out with would sometimes invite non-sisters who were friends to their casual dances/parties. Many times it was a used as a COB/COR event.

Oh, man, I'm an asshole, but I can't stop laughing at the idea of the Gamma Phis showing up in the burn unit to offer her a bid.

Apparently the venue is fairly popular with student organizations. A problem, however, may be surfacing. The venue may not have the proper liquor licenses to do what it's been doing. The license situation is under investigation; see:
