SAPD Officer Killed in the Line of Duty

Today, Officer John Wheeler, San Antonio Police Department, went 10-7, End of watch. A communities and nations prayers are with the Wheeler family.

I never dreamed it would be me,
my name for all eternity
Recorded here at this hallowed place,
alas my name, no more my face
"In the line of Duty" I hear them say,
my family now the price to pay
My folded flag stained with their tears,
we only had those few short years
The badge no longer on my chest,
I sleep now in eternal rest
My sword I pass to those behind,
and pray they keep this thought in mind
I never dreamed it would be me,
and on my heavy heart and bended knee
I ask for all those here from the past,
Dear God, let my name be the last

OFFICER INVOLVED TRAFFIC FATALITY
A preliminary investigation pertaining to an officer involved fatal accident reveals
the following: On October 14, 2005, at approximately 1:52am, Officer John
Wheeler, a 12-year SAPD veteran, was conducting traffic enforcement on S/B Loop
410 over Culebra Rd. Officer Wheeler had his marked patrol car parked on the
inside shoulder when he was struck in the rear by a S/B 1994 Chevrolet Caprice.
The impact dragged Officer Wheeler’s patrol approximately 200 feet. Officer
Wheeler’s patrol car, and the car that struck him, ignited with fire that engulfed
both cars. Responding emergency personnel were unable to get both Officer
Wheeler and the other driver out of their respective cars and they both died at the scene.

Witnesses report that the Chevrolet Caprice was traveling approximately 90-100
MPH at the time of impact. The identity of the Chevrolet Caprice driver has not been determined.
Officer Wheeler is survived by his wife, who is a SAPD police dispatcher, and two daughters. Officer Wheeler was assigned to the West Police Substation and worked the overnight (dogwatch shift). Funeral arrangements are pending and once
finalized will be announced via a media advisory.

Texas Officer Who Survived AK-47 Attack Killed On Traffic Patrol
ABE LEVY
Associated Press Writer

SAN ANTONIO (AP) -- A police officer who survived an attack by men with assault rifles two years ago was killed Friday morning when a speeding car slammed into the back of his parked police cruiser during a traffic patrol, engulfing both vehicles in flames.

San Antonio Officer John Wheeler, a 12-year veteran, sent a distress signal picked up by his wife, emergency dispatcher Kim Wheeler. She was also the dispatcher who took the call when Wheeler was shot in the neck and shoulder by men with AK-47s as they fled a store robbery in 2003.

Witnesses said the Chevrolet Caprice was going more than 90 mph when it hit the cruiser, said Sgt. Gabe Trevino, a department spokesman. The driver of the other car also was killed.

Wheeler, 41, is survived by his wife and two daughters.

The patrol car was one of about 600 Ford Crown Victorias used by the San Antonio Police Department's nearly 2,200-member force. Most U.S. police vehicles are Crown Victorias, which have been criticized for being vulnerable to deadly fuel tank explosions involving police cars.

An investigation into Friday's fatal wreck is under way, but nothing so far indicates the cause of this crash is related to the manufacturer, Trevino said.

''Any vehicle struck at that speed from the rear could have the same kind of performance,'' Trevino said. ''We've had other cars in rear-end collisions. We monitor it, but nothing has given us a reason to believe these cars are unsafe.''

Since 1983, at least 15 officers nationwide have died in fiery crashes after Crown Victorias were rear-ended.While such cases prompted class-action lawsuits in at least 12 states, Ford has said that dozens of Crown Victorias are struck from behind each year with no fires.

The company recommended fitting patrol cars with gas tank shields and distributed them free of charge to police departments since 2002. Ford said those steps are effective in preventing fuel-tank punctures on a car that it says meets government safety standards.

The San Antonio Police Department switched to the Crown Victoria model in 1996, said Trevino. The department has made modifications recommended by Ford in recent years, he said.

Perp? Wasn't it just a traffic accident?

But its still tragic for the officer, his family as well as the person that hit him and his family.

How is it just an accident when you are traveling at an estimated 100+ MPH at the time and hit a parked car that had its lights (emergency) on.. At 2 AM?

I'm telling you this guy was drunk... and speeding.

If he had lived, He'd be charged with Intoxication Manslaughter (if he was drunk). If you are doing something reckless (like speeding at 100PMHG on a dark freeway) and it causes someone elses death, its no accident. Tragic, yes. But no accident.

Toxicology reports will be released in a few weeks.

Its still an accident versus a premeditated crime. There is a tendancy in this country to approach every issue through the need to blame.

Maybe the guy will turn out to be drunk, mayeb it will turn out that witnesses were wrong on how fast he was going.

But it still is an accident.

SAN ANTONIO

Early tests peg driver as drunk

Preliminary toxicology tests revealed that a man whose vehicle rear-ended a police officer's patrol car Friday, killing both drivers, had a blood alcohol level of more than twice the legal limit, officials said Monday.

Ismael Herrera, 22, had a blood alcohol concentration of .189, according to the Bexar County medical examiner's office. The legal limit is .08.

Herrera was driving a Chevrolet Caprice at high speeds when the vehicle crashed into the patrol car of Officer John Wheeler, which was parked on the left shoulder of Northwest Loop 410 near Culebra Road around 1:50 a.m. Friday. The officer was tracking speeders, according to police.

Both vehicles burst into flames. Neither Wheeler, a 12-year veteran of the force, nor Herrera made it out of their cars, police said.

I agree it wasn’t a premeditated crime. But James, you speak as if those are the only two mutually exclusive choices; accident and premeditated crime. The law in Texas doesn’t see it so black and white. There are murders that are accidents that aren’t crimes (in Texas you can kill someone to stop a robbery or rape that’s imminent or in progress). You can also have accidents that are crimes. And Texas Law allows for that. Again, this guy would have been charged with Intoxication Manslaughter...had he survived.

I have seen the local coverage and the reports about the case, it fit the profile for a drunk driver. Young, around the time the bars close here, speed, and apparently a lifestyle that was 'fast and loose.'

Texas isn’t NJ, or an area that really takes DD seriously. Drunk Driving isn’t a big deal here. It should be, but isn’t. In NY, you get caught, they take your vehicle. In Texas often you get a 'go on home and sleep it off.' I've seen it. Hell, I've gotten it. I've had friends who've moved here from the mid west and actually plan at the beginning of the night for a DD and backup DD. We just got an open container law here last year. When asked about the open container law, we all shrug our shoulders and say, "its a new law. It will take a decade before any one takes it seriously." Its just a part of the culture down here. Its no wonder that Texas has one of the highest number of DD fatalities in the US. (I just saw the stat.. I'll see if I can find it...)

I am not one who now or has ever jumped on the bandwagon looking to blame something for the harshness of the universe. I don’t grab my torch and gather with the villagers every time some pretty blond white woman goes missing. I believe in the chaos theory of the universe and accept that the place is just phucked up. Sometimes a late night accident is just a late night accident.

But I've seen this too many times here to ignore the CLUES. I live here. I saw the coverage. This was no simple accident. Now the toxicology reports back up what I said.

Mrs. DA went to the funeral of a suburban Denver officer who died unexpectedly last week -- probably of an undiagnosed heart problem. He was in his early 40's.

His wife worked for mine in a previous job.

The officer, described as a "gentle giant," was a martial arts expert and taught police officers from all over the Denver Metroplex.

He also left a three year old daughter, and his wife is three months pregnant with their second.
