One of the first things on your "todo" list should be to contact the school administration conserning establishing a fraternity on campus. You'll need to have an idea of what purpose the brotherhood would have, an idea of elgiblity for memebership, why the University would benefit from its existance, and if you will be a local or national affliated group.
If you don't have the University's support or approval starting such an organization, you may run into some liablity issues and problems function as an organization at the university. (ie: meeting on campus, using school facilities, posting flyers for recruitment)
Establishing or Founding a fraternity/sorority is not an easy task. You will face many challenges and it will take a lot of time and commitment out of all those invovled - not just a small few. You might find the information at GreekPage's Local's Online a good starting place. I believe the URL is:
