A lot of the time, "help" can come in different forms. IHQ's #1 priority should always be avoiding liability to itself. Once this is done, they should focus on keeping chapters healthy and chartered. Their last priority is the happiness/enjoyment of the members of their chapters.
It sounds like they either don't think you haze or they don't think what you're accused of merits the type of attention the university is giving you. That's always a good sign.
It's great they're trying to support you. Hopefully ya'll will actually reform assuming you have problems. At my school, we recently had two fraternities that were turned in for hazing violations. Their (I)HQ's came in and cleaned house. One organization had excellent alum support, the remaining members worked their butts off for recruitment, and was back on its feat in no time. The other had virtually none and have become the house that takes guys no one else will give bids to.
From what I can tell, both organizations are actually better off now than they were before.
I will agree with you though, different organizations handle these things differently. You, personally are probably lucky that your organization didn't decide to "clean house" as this is a common solution when these kinds of accusations fly. Best of luck.
