I normally tell my students to start looking for scholarships in January. Even if the application is not available, most of the time you can at least see the due dates and plan accordingly. On my campus, most of the internal scholarships for the fall semester have application due dates in March or April, but some are available year-round. External scholarships (not given through a university financial aid office) have all kinds of due dates since they are not offered through organizations outside universities and are opened to students everywhere.
