Cool man. I wasn't joking around or trying to amuse you. I said my post was lighthearted in nature. I was trying to make it come across to CG like I wasn't upset or anything. Next time I type a post directed towards you....or one that I feel needs your approval...I'll let you know.
I don't know if that has ever been done. It makes sense to me......having a newly elected President review any pending regulations set forth by a recently vacated administration.

Here is another question...
What are the legal ramifications on overturning bills that previous admins have passed thru congress...sorry if it doesn';t make sense..tired, but I got a feeling u know where I am going...

Can't just overturn bills that have become law - but there are plenty of policies that are not a result of legislation (insert joke here) that Obama will now have leeway to change. As I understand it, though, there are bureaucratic hoops that must be jumped through, so any change will take some time. Sweet dreams, DS.

Thank you...that's where I was trying to go with that.
I am trying to get some idea of what would have to be done for any new admin coming in to reverse some of the things that an old admin may have done that a new admin may deem as unfit, improper or injust for the country.

Well, there may be a clue as to Obama's plans in the recent hires for his administration. His Solicitor General (the principal government advocate before the Supreme Court) will be Elena Kagan, the dean of Harvard Law (and, according to many, a likely future Supreme Court pick). Her most well-known article argued for increased Presidential power in terms of the various administrative agencies, and, working in the Clinton administration, she frequently advocated for a stronger executive branch.
It may well be that the new President is looking to strengthen the executive branch even further.
