I know Edge, John Morrison (Johnny Nitro), Gregory Helms, Funaki, Chavo Gurerro, Umaga, William Regal (should be interesting, since he's the new GM) are among them, but I can't find the complete list anywhere. It was on Wiki and SI, but has since been removed.

Wasn't the prick Randy Orton on there as well? I hate him.

I think so, but I can't remember for sure.
I'm also surprised that Lashley wasn't on the list, but that could be just because he's out right now.
I have my money on Edge being the one who's got offense #2.
I THINK Carlito and Charlie Haas rounded out the list, but I can't remember.
ETA: I'm also going on record now as saying that Bobby Lashley is going to win the WWE Championship at the PayPerView even that follows Unforgiven (I can't remember which one that is). ETA(A): It's No Mercy or Cyber Sunday.

I think you're right on Edge having the #2 offense.
I do recall seeing Carlito's name somewhere before it was taken down but I can't recall about Charlie Haas.
As for Lashley, I think you're right because they have been building him up for quite a while now.
I heard a rumor recently that Jericho was close to making a comeback to wrestling.

To be honest, I'm somewhat surprised Triple H's name has not come up at any time b/c look at the guy. You can't tell me he hasn't been on the juice at some point in his career. I could be wrong though.

It's all tied to one online steroid dealer (and there may be baseball and football players involved too) so that's just who was a customer of this particular dealer, not necessarily an overall accurate list. The WWE did say that as of November, they'll make this sort of information public instead of hiding it. (Why November? Who knows)

I got the feeling though, that it wouldn't be an ex post facto deal. I think it's going to be a from now on deal. Meaning that besides them being kayfabed off the program for awhile we won't officially know who the 10 are.

Yeah that's kind of what I'm suspecting as well. They've said that this investigation is done (as in the investigation of the dealer) so there probably won't be anyone else coming out of this story anyway. We'll see if the list leaks out...

HHH actually looks smaller right now...but there was an 'unofficial list' at one point that listed them...however (and I may be repeating info) WWE WILL start listing names for those that get caught in the future.
