I think actual quota may have been just a tad lower. I heard 56 but not from a reliable source.
Quota 2011 63
Quota 2012 61 (AOII's first - so new chapter only reduced Quota by 2)
Quota 2013 mid-high 50s

my sources say quota was 58 -- I believe everyone made quota.

If everybody made quota does that mean no COR? Or is there always COR (houses who participate vary)?

Quota and house total are two different numbers. Quota is based on the # of PNMs signing bid cards and is set for each formal recruitment period. total is the overall number allowed in chapters on a campus. If after recruitment, there are chapters that are not at total, they can still offer bids. If Panhellenic raises chapter total, then there may be several chapters who can participate in open recruitment. Chapters can always take quota, even if that puts them over total.

Someone correct me if I'm off base...but...typically groups can COB up to total. Quota has no bearing as to if they're at total or not.
Let's say total is 100 and quota is 50 (I realize that doesn't make much sense). One group only had 30 going into recruitment. They got the quota of 50, and can now COB another 20 up to campus total of 100...

If you're not completely current on the ins and outs of RFM, it can be very confusing. Also, the chapters can't say "we don't want to increase total. Let's just set it at X." If they're following RFM, they're supposed to adjust total after each formal rush period and it's set to chapter average, which means at even the most solid Greek schools there would be approximately half of the chapters doing some sort of COB, even if it's for just 1 or 2 girls. It doesn't appear, however, that most schools are following that aspect of RFM.

The granddaughter of a Kappa friend pledged Kappa! She is a double legacy through her grandmother and mom (who both served as chapter presidents at OK State!).

Yea for a KD ending!! they are a great chapter and are very involved on campus. She will love it!
Cowboy KDs are a real mix of large city and small, small towns. In my pledge class we had girls from the huge Tulsa and OKC high schools and girls from the panhandle whose high schools were so small they had to change from cheerleader uniforms to band uniforms at halftime, then back again.
(love thetas too, but OSU KDs are my chapter!)
