It’s interesting that transfers who are already initiated would be counted as part of quota. Is this normally done at every campus during recruitment? Or is it because Kappa is forming a colony? Just wondered....

They count toward the campus total set for all chapters. It's not really "quota" with a colonizing chapter...they're shooting for the full total right off the bat. Generally, colonizing chapters are allowed to recruit campus total plus a set amount more (there tends to be more new member drops with colonies, so the thought is that the new groups will probably end up closer to total after the drops, and it kind of gives new chapters a bit of a "head start"). For example, the chapter I advise colonized 7 years ago. Campus total was 95 then, and we were allowed to take 105 new/affiliate members. We had a couple affiliates, and they counted toward that total...they weren't "freebie" add-ons. Also, the colonizing team had to approve their affiliation because they made their intentions known during the recruiting week.

THANK YOU! I’ve worked with fraternity colonizations, and there were no “quotas” or “chapter” totals to deal with. You really cleared this up—for MANY of us I’m sure!

You're welcome! Of course, not every new chapter meets total during colonization -- some colonizing groups fall short and take extra time or even years to get up to total.

There was one exception to campus total at Ohio State with a recolonization a few years ago. I can't remember if it was the Zeta or Gamma Phi recruitment, but the group approached PHA about having a "senior quota", similar to what some schools do during FR with Upperclassman Quotas.
The group would have cut all seniors if they weren't permitted to have the senior quota, but Panhel allowed them to take campus total + 10 seniors. Note, this is not typically done at Ohio State.

FYI, according to the ADPi Chapter Advisor, there are 42 Alphas to be initiated soon. The chapter is looking forward to its 100th anniversary in 2020!
