No, she isn't... but she will come off well, because she is speaking really down to everything, so most people will understand what she is saying, as oppose to Biden or the presidential candidates in these debate who seem to know more of what they are talking about, which doesn't always make sense to Joe Smoe.... the "heck" and "heys" will make it all come off adorable...
Isn't 'heck' a substitute for something?

It's getting old and irritating that rather than answer the question, she keeps going back to the only area she seems to know anything about, energy. 
I laughed when the moderator told her they'd talk about energy later but she still had to answer the question about climate change.

Palin mentioned AGAIN that Barack voted "against the people" by voting to raise taxes 94 times...

-23 were against proposed tax cuts
-7 were "for measures that would have lowered taxes for many, while raising them on a relative few, either corporations or affluent individuals"
-11 were to increase taxes on people making more than $1 million a year, to help fund programs such as Head Start, school nutrition, or veterans' health care
-53 were votes on budget resolutions or amendments that "could not have resulted by themselves in raising taxes," though many "were clear statements of approval for increased taxes"
- The total includes multiple votes on the same measures
