I've been told quota was 65, with all but one chapter getting right around there, plus or minus a few.

Not sure where you got your numbers for Theta, but I was told that they pledged 183, which makes sense as they are the smallest sorority on campus and variable quota helps them the most as they've struggled to make quota for years. They truly have had the most to gain from VQ and I'm glad to see it help them. Of course, the entire system needed VQ - Tri-Delt was at almost 500 members a few years ago! That's a village, not a sorority...
Also heard that Chi O was at 90 although perhaps that was wrong and 100 is not that far off. I also heard that DDD was 101, not that one pledge makes a real difference in numbers, LOL.

Even with one number potentially being substantially lower than maybe it could have been, these numbers are still mammoth and I think merits more growth. I don't think dropping those quota numbers to 90-110 instead of 100-a billion is going to hurt any chapters and will probably help them. I just don't know who would be willing to take the plunge.
