We have a chapter email list that only the executive chairs can use (president, vp, secretary, treasurer). Only exec. chairs can email the sorority as a whole from our email address, but it's irritating because the member list is not private, and anyone who receives the email can hit reply all and email everyone (this is rare, but when it does happen, it's generally a sister sending out a 3AM email from a frat house asking if someone can come pick her up). other than that, no one really abuses the email list.
we also just implemented a Facebook position, where the chair makes a sorority list on Facebook and emails the sorority from there is the president mandates it, which is really useful, since we tend to check our Facebook more than our email - I recommend it - it's really efficient.
