I feel like I should just note that even though it's not exactly a competitive school, recruitment wasn't run very well last year. They actually encouraged girls to suicide bid and stuff, and like, 1/2 the girls who went through didn't end up in houses, so it was a bad situation for everyone.
so should she disaffiliate from her local before going through COB? I mean, it could be awkward to be at a COB event while being a member of another sorority, even a local. Something to consider...
Yeah if you're going to go through COB, you need to officially end your membership with the local sorority.

In that case, if 50% of the women who preffed didn't receive bids, that would be one of those bizarre situations and you might want to try formal recruitment again. You should go to your university's office of Greek Affairs or equivalent and discuss your options with the Greek Adviser.
