In this case the only border/customs people he would have dealt with would be the US border folks - RCMP & Canada Customs handle traffic coming into Canada.
The fact that he had a omemade sword, a hatchet, a knife, brass knuckles and a bloody chainsaw (and according some reports a flak-jacket) as well as looking like an escapee from a mental wing should have meant that they held him or investigated for a little while - you know give him the same time and consideration that they have been giving suspicious "Arabs" when they cross the border.
