Yes - there is a chance of rebuilding, BUT that also requires a mutual decision between the university & the national organization. Usually, if the circumstances of the closure are not bad (such as closing due to lower numbers or problems paying dues), the chapter is invited to re-group when the numbers support it. But, if it is something like hazing, or the like, that got the chapter closed, the university is not as likely to say "hey, come on back" - its really a complex situation.
I have seen closures that were SO unexpected that the members didn't even know HQ came in the middle of the night to remove chapter property -- and then I know of the longer processes that members are involved in and expect the closure. These are *much* better obviously as those women can expect to be given alum status and are able to continue volunteering with their org.
