I would be more than amazed if Delt would take a man who had been initiated in another national social fraternity. It just doesn't make sense for a number of reasons.

No, she may not. This answers your question and ends the debate.
You know, it is possible to have a life and not be Greek. I advise your friend to get involved with one or more of the many campus activities offered at her university. She can even join with a friend.
But no, she may not re-rush and will not be bidded by another NPC sorority. Her circumstances are unfortunate, but life goes on.

Although she cannot join another NPC group, she can join a local group if there is any.

Our fraternity's national constitution does stipulate that you cannot be a member of two social fraternities at the same time, that of course makes sense to me. But to say that someone joined one group and doesn't want to be affiliated anymore with it and decides to de-scroll himself, then how can you not accept him into yours?
Secondly, if he is no longer a member of record at one fraternity, then how would you know if he was part of another group? I see this lots of times and nobody has spontaneously combusted because of it. You pleged one house, leave and go to another school where yours doesn't exist, decide to join the greek scene and so now you're part of a new social circle. As long as you accept this group as your only fraternity I wouldn't get all bent that they were part of another house once. This is just a personal opinion, so many of you many differ on this notion.

Your friend should contact the headquarters of the NPC in question and make them aware of her situation. Perhaps they can help her resolve whatever problems have arisen within her chapter.

While I'm sure she's a great girl, I doubt any other chapter on campus would take her (since she has been a part of another NPC's ritual) even if they could.
That said, I think that most GLOs generally have a certain new member/pledge period (a certain amount of time [weeks] spent learning and preparing to join) as specified by Nationals. If this is the case, there is no way she could be a new member for three years, even if she could rush.

Why do people keep asking the same thing?
She also couldn't be a pledge forever because you HAVE to HAVE a declared initiation date.
Either she should deactivate and say good bye.

We all know it's possible to have a social life without being Greek and whatnot, but I do understand how this could be a disappointment for someone in this type of situation. I guess most of us were fortunate in that we got the sorority/fraternity we wanted and had a good experience, but we have to remember that for some people, it doesn't work out that way. It sucks, yes. Is there anything you can do about it? Not really. I would say to just try and stick it out--every chapter goes through rough patches (I know mine sure as heck did), and a lot of times, things do get better (they did for my chapter). If not...well, yeah, as someone said, it's an unfortunate situation with no really good solution.

Why do people continue to think that Greek life is the ONLY way to obtain a social life in college?
I have plenty of friends not involved in the system but they are highly active in other organizations on and off campus. They have lots of friends and social contacts.
Greek life isn't for everyone. Wearing greek letters isn't the only guarantee to good college memories.
Sheesh...

how do they find out if she was even ever initiated or not. if she kept her mouth shut about the whole thing, would they even look into it?

Regardless of whether they would look into it or not it would be a terrible thing of her to even try to deceive another sorority in such a way.

If you tried to, then it would be found out because I believe that the NPC has a database of all of the members of the 26 sororities with the social security numbers, and this gets checked before initiation.
