I am a past Regional President of an organization in a region where there were three Big XII schools, and I am now involved in a region where there are five of them. Having worked with the organizations, I know that they MIGHT look at recommendations and they may make a call to the person who is recommended, although this isn't always the case.
It really depends on the person. What helps the most is knowing members of the fraternity you wish to join, already. I've seen organizations turn down legacies before, and although this may seem like a slap in the face to some, it's a decision that chapters have the option to make.
When recommendations from non-members and alumni, alike, are most effective is prior to a student's arrival on campus. At this point, I wouldn't think a recommendation would be that beneficial for your son. The ball is in his court, now. I'd let him do the decision making and the leg-work leading to his decision.
