Not mine -- but my sophomore year, I saw two guys walking around wearing all orange, yarmulkes and Stars of David necklaces. We were staring at them for a good ten minutes trying to figure out what they were ("Jewish prisoners on work release?") until finally my friend just went over and asked them. He came back to us chuckling and said, "They're orange Jews." (If you don't get it, say it out loud.)
On the "punny" costumes note, my best friend told me that for Halloween I should get three other people together and make tee shirts that say "I hate Nick" on them . . . so we can be "4 Nick-haters."
Some of my guy friends last year were the Jamaican bobsled team.

I forget where I read this, but some guy went with nearly nothing on, filled his mouth (cheeks) with mashed potatoes and when someone asked what he was, he smacked both cheeks, spitting out the potatoes and said:
"Like man, I'm a pimple."
OK, I'll go back to my little room, now.

A guy I saw on State Street last year was a shower. And if you wanted to make out with him he could just draw the shower curtain around you.
The year before that, I saw a spoon. I don't know why, but I still think that's a hilarious costume. And, of course, it got all the ladies because everybody wanted to spoon with the spoon.

Another idea:
Super Troopers: "Meow sir, do you know why I pulled you over?"
The best costume I saw ever was Zoolander and Hansel. These two boys in my house looked like the characters, so it worked really well. They sewed their costumes exactly like the characters wore in the movie, and did a walk-off at the party we went to. The best part was they were gymnasts and could do the break-dancing and wall flips that the actors hire stunt men for. lol. Honestly, I never laughed so hard in my life.

That zoolander thing is hysterical!!!!
This one guy at my school walked around as a football player with his fly undone and put a balloon there with a wig . . .you get the idea. Not very tasteful, but funny.

I think that's from Animal House. The quote in the movie was, "I'm a zit!" (If I remember correctly).
That would be hard to do at a party. You'd have to keep on eating mashed potatoes all evening!

no idea for the pairs thing (but how exactly are you going to dress up as the bush twins? they're just normal girls).
Two ideas, both probably more for guys... a friend sent me pics of these yesterday, sorry I can't post them now b/c i'm at work:
One was a priest, with a little boy doll (one with long arms) wrapped around his waist so the head is you know where
The other was a mammogram machine... the place to insert the breast was right over his face.
Both are funny. Though some might find them offensive

last year my fraternity formal was on nov 1 in vegas, so we all arrived on halloween and dressed up with or dates. i was a boyscot pimp and my date was a girlscout hoe. looked good together, but i just looked like a fucked up boyscout when she wasnt standing next to me.

How about Romy and Michelle (from their high school reunion?) Or Thelma and Louise? Two of the characters from Chicago? There's always the Rocky Horror Picture show. Funny movies are generally better, the characters are more memorable.
