I would just add one thing in there -- when you talk with them, mention the towing thing and that eventually, you'll have to resort to that.
This way, you can at least tell 'em that you warned them.

I actually had someone ABANDON their car in my parking spot. It didn't move for over a month. I complained and complained to the office. I left notes on the window. But the car looked tore up. It even looked like it was towed somewhere because there was a lanyard like thing attached to the bottom. Finally the office had it moved... to an uncovered spot. It didn't move after that either. My roomies and I were pissed. We had two cars and parking at our old place was crap after a certain hour.
In my current apartment complex, I had someone park in my spot, but left their door open. Wide open. I was scared someone also abandoned their car there or left it in the middle of a crime scene or something. I think it ended up just being someone who left the door open by mistake because it was closed the next morning. I called security but they never showed up... unless it was after I slept.
So yeah... I've had bad luck with parking spots.

Some buttmunch here has a motorcycle, and even though there are designated "smaller" spots for these, he reserves his parking spot by parking his bike in a regular-sized spot, pulls his truck into the spot, moves the bike, and parks. One of these days his bike is going to be mysteriously tipped over....
It also pisses me off when people park in non-spots in front of the garages. These are positioned strategically so that if I want to avoid hitting their car when backing out of my spot, I have to do like a 15-point turn.
It really pisses me off when people park in the handicapped spots. I'm not handicapped or anything, but if I were I'd be very angry that the spot was being used by someone who wasn't.
