John 3:16 is generally just a code to let people know that the business is Christian-owned. Maybe it is because I live in the South, but I see businesses with John 3:16 on their signs all the time.
Considering it's just a shopping bag and not a PRODUCT, I am not particularly worried about non-Christians having to carry them around. They can just throw them away when they get home. And like aurora_borealis said, it's a possibility that the bag manufacturer is the John 3:16 company, not Forever 21.
I agree with the posters who said that Forever 21 is not necessarily synonymous with Christian values. Not that it's a horrible place, but the clothes aren't very modest. However, I think that's up to the business owner to decide, not me. I wouldn't specifically patronize or not patronize a business because of the John 3:16 mark. Others would, though.
