Now allow me to muddy the waters again...

It seems that there's an informal rule that means a PNM declining her bid can participate in next year's FR even if bid day is slightly earlier. Say rush is always the first full weekend in September, with bid day on Monday. This year, bid day would be Monday 9/8. Say Annie gets a bid to XYZ, and decides to decline it. No COB for Annie this year. Next year's FR arrives, and this time bid day is Monday 9/6. Can she rush and accept a bid to ABC? I would think so. Maybe if Panhel told her she had 48 hours to think about it...

Yes. This is right. Mary needs a new bid from you guys if you want her to pledge now.

Basically, she had 2 chances to pledge when she got that initial bid, with the fall 02 class or the spring 03 class. Even if rush moves a little you don't get to do fall-spring-fall.

And as far as it being an "actual" date - well, this is not insurance coverage (thank God). It's the spirit of a calendar year, not an actual calendar year.
