Bro., welcome to the board and have a great time in Oxford with your initiation. Make it an experience your pledges will never forget, Oxford is the 'almighty' of places to have initiation.
Secondly, as for your colony - I was the first pledge class initiated as a chapter, witnessed my own chapters Charter Installation...etc., so I was at my chapter in the later part of the beginning. A few things you'll want to do:
1. Network your alumni. Work with the HQ to get to know the Alumni that will help you, not hinder you. (chances are some of the alumni are the reason your chapter was shut down - don't let them taint your new colony).
2. Rush like madmen. You won't be the biggest in the first 3-4 years. But, maintain highest grades, throw the awesome socials with the sororities, try to get into a house (keep it clean, make it a welcoming place, have the ladies feel safe there...etc.), get involved on campus (student gov., athletics, intramurals...etc.) and most importantly WEAR YOUR LETTERS. Nobody will know who Beta is, until you tell them.
3. Don't give up. My chapter was small in the beginning, we have been top two in numbers for the past 7 years. It takes time, don't get run down.
4. Positive attitude. You only get 15 guys, everyone else get 30. What did you learn? What can you do better next rush period? What can we do now to better claim our stake on campus?
5. Take advantage of ALL the resources General has to offer. It is better to have the HQ (and the General Fraternity) on your side as opposed.
