What does it say if a loacal NPC will not approve expansion but the interest group that wants to affiliate nationally is at or almost at Total to start? That has happened twice on my campus.

Deciding not to opn the campus up for expansion does not always equal an anti-competition attitude. From what I know about opening a campus for expansion, Panhel councils try to look out for the best interests of their existing groups because they would not want to see a chapter who may be struggling at the moment fold because another group is added. In addition, I don't think a Panhel council would open the campus for expansion if some of the sororities are already having trouble meeting quota.

I don't know what that "says". I don't know much about expansion, but I do know that expansion is usually done by an NPC vote... are the meetings closed? If they aren't maybe the local group should see what's going on and why the NPC is voting to not expand. If for some reason the local NPC is acting "anti-competitive" as PhiRho says, maybe they should talk to the Greek Life Advisor about why NPC is voting not to expand.

If there was a group close or at total, maybe it would be better to just add them to the local NPC so they would have to "play by the rules" when it came to recruitment and other things that most NPC chapters deal with.

I have never heard of Phi Rho, so I went to their national website to learn a little bit about them. In the history section it mentioned that the founders formed the sorority in part because of the lack of time in their schedules for formal recruitment (which I can totally understand by the way, I used to be an engineering major until I figured it just wasn't for me). PhiRhoSister, do your chapters/colonies that are recognized by NPC participate in formal recruitment? I don't want to be flamed here.. I am just wondering.

Meetings are closed to non NPC people, non NPC can only be invited in. Anyone who in in good standing w/ their NPC group can sit in, but not vote. If the local NPC is 'anti competetive', if you show them that your group isn't going anywhere eventually, they will vote you on...or at least thats what we found and thats what some other local groups I know of found. I think your on the right line that they realize that its better if the other group has to follow the NPC rules, instead of doing whatever they please. But thats just my own opnion...take it or leave it!!

As far as sueing goes, a group of girls couldn't really sue a local panhellenic for denying NPC expansion, because no NPC group (even if they were dying to colonize) would stand behind the interest group sueing. All NPC members have agreed only to colonize when invited, and wouldn't pursue legal action if they weren't. An interest group could sue to have a local or non NPC affiliated national installed because that group wouldn't be held within NPC guidelines and a vote of expansion wouldn't be required in the first place. I hope that makes sense, I could be confused though.
