I think the Digital LXA problem (lack of usage) is a matter of trust. Most undergrads dont trust the IHQ. The have had a historical record of going back on their word, or being a bit shady on some dealings. While they generally have had the best of intentions, their communication has most always SUCKED. I believe the reason it was a virtual ghost town was thta no one wanted to post about "my chapter has a drug problem" or "were in trouble withthe school what do we do?" when they knew Kip Zurcher or whoever was the damn moderator and reading all the posts? Nothing keeps them from doing so here, but at least LXA doesnt own GC, and if someone on GC gets outta line, even if its Tom Helmbock, they get booted. I honestly believe it goes back to trust.
