"Private" organization
Delta Beta Sigma is a private, national sorority. It IS NOT ever affiliated with a school, sponsored by a teacher within a school, or mad eup of members form only one school. It is like the Girl Scouts. They sell cookies in schools, they recruit members that go to school, but are not affiliated with a school (at least not in the part of the world where I grew up). DBS would not violate these laws in any way because they are a non-school, private, national organization. The chapters usually meet on Sunday afternoons, have events on Saturdays, Rush during the summer vacation, and do not actively recruit, promote, or have activities on school grounds or during the school day. In my hometown there were two fraternitites and the one sorority. Students were not allowed to wear letters to school due to clashes between the fraternities back when our parents were in high school, but not because they were regarded as gangs.
