Why is it a "shoot to kill" mentality with cops in situations where it would be better to immobilize a person....this guy wasn't firing back with ANY weapons!!

There is no "shoot to immobilize" in law enforcement. That is not what their law enforcement training teaches. If immobilization is the goal, there is police force, tasers, and handcuffs for a reason.
Also remember that:
1. Police officers have to protect themselves
2. Police officers are not mind readers/psychics. They don't know what someone will do until it is done. They also do not always know what will immobilize someone therefore if the circumstances permit they will shoot to kill. That can include the very young and the very elderly if need be. That can also include people with physical and mental conditions if need be.
3. There would be some pissed off people if the police shot to immobilize.
