Chapters have the option (they don't HAVE to but the option is there) of taking a certain number (it varies by school and the number of women in recruitment) of upperclassman women without it counting in regular quota.
Ex: at a big SEC school this past year, upperclassman quota was like 5 and regular quota was in the 60s. So they could take 60 freshmen and 5 sophs or juniors without them taking away one of those 60 spots in regular quota.
Takes away some of the "we can't take sophs because we need to keep those spots open for freshmen who will be around longer" issue. Make sense?
Now what is counted in upperclassman quota varies by school. At some it's sophs and juniors, others it's just sophs.
I think I explained it correctly, but others can jump in if I missed something or am way off base.
