The school's Office of Greek Life (or equivalent) needs to know that your are interested in bringing another Greek org on campus. The IFC may not even be open to expansion which would put your efforts to a screeching halt.
And why can't you just join another fraternity on campus? If everything actually does go through eventually, in order to join PIKE, their director of expansion or whoever is in charge of finding men to found the new colony needs to know that you want to join the fraternity for a reason more than 'my friends at another school are PIKES and it looks cool.'

What is it about the Pikes that impressed your friends, and what would Pi Kappa Alpha bring to the campus which is not there yet? You need to be educated about what makes the Pikes unique, and make sure you are seeking to advance their ideals, not just wear their letters. The University will be looking to see how bringing Pike to campus would improve and enhance the fraternity scene and campus at large. You need to be prepared to "sell" yourself (and any others who may be joining you) and the Pikes to your University, and your group and University to Pi Kappa Alpha.

And I think the school has a tiny Greek Life. I couldn't really tell, though... not the greatest school website.
