Are you in the same state as the university you will be attending? As encouraged above, ask anyone and everyone you know (even men) if they know of a woman who can write you a rec for those sororities. Chances are good they will know someone who knows someone...
Also, at this late stage, for SEC recruitment, I would suggest a phone call instead of an email if you can find a contact number for alumnae panhellenic help. Also, if you are in a small town, concentrate your search in the larger cities of your state.

If you are seeking information regarding references/recommendations for an NPHC sorority, you need to talk to a member of an NPHC sorority. NPC chapters and NPHC chapters do things differently when it comes to recruitment and procedures/requirements for recommendations may vary as well. Every NPHC sorority has their own forum here on GreekChat. I am sure their members will be happy to assist you or get you going in the right direction.

I agree 100% that I would not rely on an email at this late date. If you have truly exhausted personal connections, I would recommend going to the international/national websites of the groups you need, find the closest alumnae chapter to you, and get on the phone. Offer to hand-deliver your resume and photo so that the alumna can meet you in person.
