I thought I heard that the whole code name thing is actually just standard protocol now but not necessarily secret with all of the new technology, etc in place. The names are supposed to be easily understood on the radio by secret service and easier to use/say than "the first lady" or "Mrs. Obama".

Exactly. The code names aren't secret.

I want to be "Rascal."

Actually its not a code name, its shorthand for easy and positive identification. The commo devices are encrypted so "code" names are not really so much of a security issue.
In the Army the traditional call sign identifiers were alpha numeric. The commander's numeric was always SIX. So, one might be designated "Rifle SIX" or "Gunner SIX" or some such.
Since I was/am Cavalry, if I could choose my own it would be "Sabre SIX"

But it's a lot more fun to call them code names.
