Are all the instances where chapters are going above quota QAs, or are some groups going into rush that far below total, or are bids being given after total is reset?

Not sure if I’m understanding what you’re asking, but a lot of times a chapter takes WAY over quota because of guaranteed bids. Weaker recruiting chapters are more likely to pref PNMs who have only one chapter for pref. If those PNMs maximized their options, they will get a bid to the WRC no matter what quota is.

the Panhels allow chapters to invite a certain number back to parties and to be put on the bid lists according to recent historical return rates. So even on a campus with straight quota (not variable) not all chapters bid lists will be the same # of PNMs. (there are also delta-plus and delta-minus lists, but that gets really confusing.)
Variable quota is designed to try to balance total numbers. A perfect example of this is the University of Arkansas, there the total is around 400. Delta Gamma re-established a chapter there last fall. They did not start the colony with 400 (imagine how chaotic THAT would be!). I believe they had around 200 (I'm sure that size was a big challange anyway.) So this year they would have been allowed to invite back more PNMs and they took over 170 new members. So, now the DG total is fairly close to the others groups on the campus, which is great since Alpha Gamma Delta is coming on to campus next fall. I would imagine 2 years from now, AGD's PNM class will be nearly 2X the size of the most "popular"houses.
