what exactly is an acreditited delegate? i mean, our chapter sent a delegate to conclave, but what made quinitin "accredited"?

I guess it means a Brother. Wouldn't want a pledge or a non brother to represnt the fraternity. Its the way its worded in the TKE rules(black book).
