Tri Sigma closed their chapter at Edinboro - now PennWest Edinboro. The chapter submitted a petition to close due to low membership.

Kenyon no longer allows local groups to form; so, if 60% of the pnms dropped out or did not get a bid and are still interested in being in Greek Life, this is their only option.

I only saw this in a local system with one NPC chapter where typical NPC rules didn't apply (RFM, quota, etc.) The sororities could decide their pledge class numbers and many people were cut from recruitment before bid day, even if they had gone to a specific chapter for pref.
