It likely would never be a state issue to begin with - it would be a city or county ordinance. Detailed land use and planning laws are usually enacted at the local level, though you may have state laws that influence land use policy-making and governance in a broad way.

Even more frustrating, in my experience, than the myth is when you try to tell someone it's a myth they argue with you and don't usually believe you.

Heard this from two actives, from two different campuses, two states, and two different sororities at Christmastime. I think the one was more willing to be set straight than the other, but it was SO annoying!
