Good question. I'm not real sure of the answer -- maybe one of the others have a better grasp on it.
The only way I know is to leave a private message for John indicating your interest.
A number of people had suggested it to me over the past two or three years, but I didn't feel all that "moderate" at the time. Now, I have more opportunity, so I left a message and offered to help out, which John accepted.
I also know that at least one of the other moderators had suggested my name to John. I won't mention who, because I don't want you all sending him/her hate mail.
