Snap bidding occurs after Formal Recruitment has ended. It only applies to women that did not receive a bid to join a chapter on campus and only chapters that have not made quota and are not above campus total are eligible to snap bid a new member.
Here's a hypothetical scenario that could lead to snap bidding:
Suzie really likes 4 chapters on campus, but she can only return to 3 for prefs. She declines with interest the invitation to chapter #4. After prefs, she decides that only 2 of these chapters appeal to her and only puts these two chapter down on her preference card. Neither of these chapters 'get' her during bid matching (for whatever reason).
The Greek Life advisor calls Suzie and tells her that she did not receive a bid from either of her two preferenced groups and asks her if she would be willing to be considered for an invitation from another group. Suzie says yes. One of two things happen, a chapter that has Suzie on their list bids her OR after the invitations are distributed, the chapters that did not receive quota are given the list of women that did not receive invitations. Chapter 4 gets this list and they see Suzie's name. They can then extend Suzie an invitation to join - a 'snap' bid. Also, women that drop out of recruitment before preference can be snap bid once it is known that the chapter in question did not attain quota OR reach campus total.
