Confused about quota....

I just finished reading PnguinTrax's NPC quota thread, and I am seriously confused.

Back story...

I just finished assisting my old chapter with formal recruitment, quota at Long Beach State this year was set pretty high at around 38 or so.

But from what I learned at the bid matching breakfast, no house pulled in even close to quota.... what happened here?

Houses that are typically "powerhouses" numbers wise during recruitment didn't pull in quota. This is leaves every house with the daunting task of COBing at least 10 or more to make quota.

I know that there was huge attrition from recruitment after round one, as in nearly 100 girls. So, why wasn't quota dropped? What thoughts might have crossed Panhellenic's collective mind that they wouldn't have dropped the number?

I don't understand this, and I really should considering I am going to be advisor to the Vice President of Membership next year.

It sounds like they set quota too early, and a lot of girls dropped out between when they set it and bid signing. Either that or a lot of girls had bad pref experiences and didn't go to sign their bids.
