Phi Gamma Delta is not recognized by the University, but they appear to have a very impressive house smack in the middle of other Greek houses. Are all of these houses off campus? Since they are not a recognized organization and the video shows nothing, doesn't seem like the University has many disciplinary options.

Yes, Greek row is off campus. Our Phi Tau house is next door to the FIJI house. BTW, looks are deceiving. The house is in need of repairs, especially the broken and missing roof tiles I saw last week.
