Those are some low numbers for EIU. They usually have mid to high 20s.

EIU has had a major crisis when it comes to getting their state funding this past year/year and a half, due to the state budget impasse. As a result, enrollment dropped dramatically.
Coming from EIU, I was shocked to see how low these numbers are, but seeing how enrollment has been impacted by the state funding mess, it's not surprising. I'm an alumna of one of these groups, and I do not have a final total of how many women my chapter ended up getting, nor do I have any idea of what quota is. However, knowing that total is around 92/93, I have some concerns about all groups being able to hit that number and the sustainability of all 9 groups on campus.
To sum it all up, I think that this article explains it best. http://www.dailyeasternnews.com/2016...st-13-percent/

This is a perfect example of why resetting total every year is a good thing. If they leave it alone all chapters will be struggling to regain total. Or they can just re-set the number to something realistic and only those smaller than average will have to continue rushing. Trying to get blood from a turnip really sucks and trying to maintain a total that just isn't going to happen would be said blood from said turnip.
